COUNCILMAN PETER BARTON offers the following and moves its adoption:

 

WHEREAS, Mr. Jim Palmer has served the Town of Beekman for 6 years as President of Beekman’s Youth Soccer Club; and

 

WHEREAS, Mr. Palmer consistently provided strong leadership and organization, and effectively oversaw Beekman’s Youth Soccer Club programming; and

 

WHEREAS, Mr. Palmer's leadership has resulted in club expansion, improved programming, and furthered Beekman’s participation in the sport of soccer; and

 

WHEREAS, the Town Board wishes to recognize and commend Mr. Palmer for his years of unwavering and devoted service to the Town of Beekman as President of Beekman’s Youth Soccer Club; now therefore be it

 

RESOLVED, that the Town of Beekman hereby extends its appreciation to Mr. Palmer for his dedication and commitment to the excellence of Beekman.

RE: Declaring February 8, 2010 “Boy Scouts of America Day” in the Town of Beekman

 

 

 

SUPERVISOR DANIEL J. FRENCH offers the following and moves its adoption:

 

WHEREAS, the Boy Scouts of America (BSA) was created 100 years ago on February 8, 1910; and

 

WHEREAS, The BSA is one of the nation's largest and most prominent values-based youth development organizations and BSA provides a program for young people that builds character, trains them in the responsibilities of participating citizenship, and develops personal fitness; and

 

WHEREAS, the BSA have been active in the Town of Beekman and continue to play an integral role in our Town’s volunteer efforts, preservation of the natural environment, and community development; and 

 

WHEREAS, the Beekman Town Board recognizes the positive impact the Boys Scouts have had on the Beekman Community; now therefore be it

 

RESOLVED, that February 8, 2010 be declared “Boy Scouts of America” Day in the Town of Beekman.

RESOLUTION NO. 02:08:10 - 4

RE: Resolution of Support Authorizing Submission of Two NYSERDA “Implementation Funding for Small Municipalities” Proposals on Behalf of Beekman Fire District

 

 

COUNCILMAN RON MANGERI offers the following and moves its adoption:

 

WHEREAS, the New York State Energy Research and Development Authority (NYSERDA) is accepting applications for funding under the Implementation Funding for Small Municipalities program, RFP; and

 

WHEREAS, the Beekman Fire District is seeking funding through this RFP for two energy conservation projects for the District’s fire station, namely the installation of a solar electric power system and an air sealing/insulation project; and

 

WHEREAS, the Town of Beekman is an Eligible Proposer under the Terms of this RFP and may submit a proposal on behalf of another entity within its jurisdiction ; and

 

WHEREAS, the Town Board of the Town of Beekman is in support of these energy conservation projects and, as an Eligible Proposer, is willing to submit two proposals on behalf of the Beekman Fire District for funding for air sealing/insulation project and installation of a solar electric system; and

 

WHEREAS, the Beekman Fire District will provide a letter to attach to the proposals stating that it owns the property and facility where the projects will be implemented, has the legal authority to make the improvements, and will comply with all requirements and terms and conditions of the RFP; now therefore be it

 

RESOLVED, that the Supervisor of the Town of Beekman hereby is authorized to submit two proposals on behalf of the Beekman Fire District to and accept funds from NYSERDA’s Implementation Funding for Small Municipalities program, RFP 10, and upon approval of said requests to enter into and execute a state assistance contract with NYSERDA for each financial assistance for the Beekman Fire District.

RE: Acceptance of 2010 YDDP Grant

 

 


COUNCILMAN THOMAS KINSLEY offers the following and moves its adoption:

 

WHEREAS, the Town of Beekman has submitted a 2010 Youth Development Delinquency Prevention (YDDP) application to the Dutchess County Youth Bureau for “The Teen Leadership Council Program”; and

 

WHEREAS, by letter dated January 13, 2010, the Dutchess County Youth Bureau notified the Town of Beekman that the Town’s YDDP application has been approved in the amount of $2,850 which grant program is funded in part through the New York State Office of Children and Family Services with the assistance of the Dutchess County Youth Bureau; now therefore be it

 

RESOLVED, that the Supervisor of the Town of Beekman, Daniel J. French, and the Beekman Town Board hereby authorize and ratify the YDDP application to the New York State Office of Children and Family Services and the Dutchess County Youth Bureau, agree to abide by all stated grant requirements and hereby accept these 2010 grant funds for the purpose herein above stated; and be it further

 

RESOLVED, that the Supervisor be and hereby is authorized and empowered to take all steps necessary to implement this resolution which shall take effect immediately.

RE: Appointment – Town Center Park Trail Maintainer

David Scholes

 

COUNCILMAN PETER BARTON offers the following and moves its adoption:

WHEREAS, the Town of Beekman owns Town Center Park, a 47.4 acre parcel of land off Clove Valley Road; and

WHEREAS, after the construction of sports fields and park trails, the Town Center Park officially opened in March of 2006; and

WHEREAS, it is necessary to maintain park trails and keep them clear of brush and debris for the safety and enjoyment of the community; and

WHEREAS, a voluntary position has been created for this purpose and is attached herewith; now therefore be it

RESOLVED, that the Town Board hereby appoints David Scholes to the volunteer position of Town Center Park Trail Maintainer through December 31, 2010.

RE:  Resolution in support of an Energy Smart Community

 

 

SUPERVISOR DANIEL J. FRENCH offers the following and moves its adoption:

 

WHEREAS, the United States has a finite amount of natural resources from which to create energy; and


WHEREAS, America's growing dependence on foreign energy sources weakens its position in the international economy; and

WHEREAS, the cost of energy continues to escalate each year; and

WHEREAS, the New York State Energy Research and Development Authority (hereinafter referred to as NYSERDA) provides significant technical and financial assistance for energy efficient improvements in commercial, residential and institutional buildings; and

WHEREAS, the Town Board of the Town of Beekman recognizes the value to its community in promoting energy efficiency; now therefore be it

RESOLVED, that the Town Board of the Town of Beekman does hereby designate itself as an Energy Smart Community; and be it further

RESOLVED, that the Town Board of the Town of Beekman seeks to partner with NYSERDA and its agent, Mid-Hudson Energy Smart Communities, to promote energy efficiency throughout the Town of Beekman; and be it further

RESOLVED, that the Town Board of the Town of Beekman encourages all owners and users of commercial, residential and institutional buildings in the Town to cooperate with the Town, NYSERDA and Mid-Hudson Energy Smart Communities to find and utilize more efficient energy sources and systems.

RE:  Amending 1:04:10-16 Salaries and Wage Schedule 2010

 

 

 

COUNCILMAN THOMAS KINSLEY offers the following and moves its adoption:

 

WHEREAS, the Town Board is authorized to set salaries and wages, and

 

WHEREAS, the salary for the Justice Clerks position was incorrectly stated on Resolution 1:04:10-16, and

 

WHEREAS, some town employee positions did not receive a salary and wage adjustment for 2010; now therefore be it

 

RESOLVED, that Resolution 1:04:10 -16 is hereby amended to increase the Justice Clerks salary by $263.68 and the total salary for 2010 for the Justice Clerks be established at $45,170.65; and be it further

 

RESOLVED that Resolution 1:04: 10-16 is hereby amended to increase the following positions by 3% over the 2009 base salary and wage schedule and that said salary and wages for these positions are hereby established at the following amounts;

 

Typist Planning/Zoning                                               $15.48 per hr.

Assistant Recreation Director                                     $18.60 per hr.

Seasonal Labor (Maintenance)                                   $12.36 per hr.

WHEREAS, senior citizens have used the Dial-A-Ride service as a means of travelling to their various appointments, meetings, and recreational activities; and

 

WHEREAS, the Town of Beekman participated in the Dial-A-Ride Transportation System for senior citizens in the past; and

 

WHEREAS, the 2010 budget did not set aside funds for the renewal of this service; and

 

WHEREAS, the Town Board recognizes the importance of such a service in the daily lives of the Beekman seniors; now therefore be it

 

RESOLVED, that the Supervisor be and hereby is authorized to sign the 2010 Dial-A-Ride Contract Renewals for an amount not exceeding $6252.00.

RE: Resolution in support of a Joint Applicant with other municipalities to the New York State Department of State’s 2009-2010 Local Government Efficiency Grant Program

 

SUPERVISOR DANIEL J. FRENCH offers the following and moves its adoption:

 

WHEREAS, the current economic crisis at state and local levels makes collaboration and shared services a high priority and necessity for continued operations, especially when such efforts and initiatives lead to cost savings, economies of scale, and reduced burdens on the taxpayer; and

 

WHEREAS, Town of LaGrange and Town of Beekman in the County of Dutchess share interest in studying how a regional approach to service delivery would lead to savings and other efficiencies yet to be demonstrated and have participated in several meetings to discuss the issue of shared services given current and projected needs; and

 

WHEREAS, Pattern for Progress, the regional planning agency has facilitated meetings in which the Town of Beekman has been represented to explore regional collaboration among neighboring municipalities in which reducing costs through collaboration and sharing has emerged as a top priority; and

 

WHEREAS, Supervisor Daniel French has requested that the Town of Beekman be authorized to submit a grant application to the New York State Department of State’s 2009-2010 Local Government Efficiency Grant Program for multi-municipal, general efficiency planning grant and for the Town of Beekman to commit to share equally among participating municipalities, the ten (10%) percent required cash match; now therefore be it

 

RESOLVED, that the Supervisor Daniel French, on behalf of Town of Beekman is hereby authorized to apply for a grant from the New York State Department of State for the Local Government Efficiency Grant program in the General Efficiency Planning Grant category for the purpose of funding a study of cost savings and economies of scale resulting from shared services.
