Motion made by Supervisor Anthony C. McKee to allow Verizon work crews to park their vehicles at the Town Hall subject to hold harmless agreements.

RESOLUTION 10:15:01 - 2 (To Set A Hearing For Incentive Zoning Ordinance) Councilwoman Mauro offers the following and moves its adoption:

WHEREAS, § 261-b of the New York State Town Law provides authorization for the granting of zoning incentives or bonus as part of the Town's zoning ordinance; and

WHEREAS, the Town of Beekman adopted a new Comprehensive Plan on November 9, 1999, and thereupon appointed a zoning review committee that recommended an incentive zoning provision as mechanism to promote goals of the Town of Beekman Comprehensive Plan; now therefore be it

RESOLVED, that a public hearing be held on the 19th day of November, 2001 at 7: 00 o'clock p.m. at the Town Hall, 4 Main Street, Poughquag, in the Town of Beekman, New York, on a proposed amendment to the CODE OF THE TOWN OF BEEKMAN to add a new provision to Chapter 155 thereof, ZONING, to provide for the granting of incentives or bonuses pursuant to § 261-b of the New York State Town Law; and be it further

RESOLVED that notice of the time and place of such hearing and setting forth the proposed amendment, or describing in general terms the proposed amendment, be published once on or before the 25th day of October, 2001 in the Poughkeepsie Journal, a newspaper circulating in the Town of Beekman; and be it further

RESOLVED, that the Town Board declares itself as the lead agency for such proposed "Type 1" action for purposes of review pursuant to the State Environmental Quality Review Act ("SEQRA"), and that a full Environmental Assessment Form respecting a proposed Local Law as described above be prepared and circulated to the Dutchess County Department of Planning and Development, the neighboring municipalities, the New York State Department of Environmental Conservation, the Hudson Valley Greenway Communities Council, the Beekman Planning Board, and the Beekman Zoning Review Committee.

RESOLUTION 10:15:01 - 3 (For Notice of Public Hearing on Pawling Lake Assessment Roll) Councilman Peter Barton offers the following and moves its adoption:

WHEREAS, the Assessor to the Town of Beekman has completed and filed the assessment- roll for the Pawling Lake Estates Road Improvement District pursuant to Article 15 of the New York State Town Law; now therefore be it

RESOLVED, that pursuant to § 239 of the Town Law a public hearing on such assessment-roll shall be held on the 5th day of November, 2001 at 7:00 o'clock p.m. at the Town Hall, 4 Main Street, Poughquag, in the Town of Beekman, New York; and be it further

RESOLVED, that notice shall be published in the Poughkeepsie Journal on or before the 26th day of October, 2001, but not prior to October 16th, 2001, stating that the Pawling Lake Estates Road Improvement District assessment-roll has been completed and that the Town Board will meet and hear any objections which may be made to the roll at the time and place as specified above, and that such notice shall also be posted on the signboard of the Town on or before the 26th day of October, 2001.

RESOLUTION 10:15:01 - 4 RE: For Notice of Public Hearing on Preliminary Budget Councilwoman Mauro offers the following and moves its adoption:

NOW BE IT RESOLVED, that the attached budget is approved as the 2002 preliminary budget; and be it further

RESOLVED, that pursuant to Sect. 108 of New York State Law a public hearing on the 2002 preliminary budget shall be held on the 5th day of November , 2001 at 7:30 PM at the Town Hall, 4 Main Street, Poughquag, in the Town of Beekman, New York, and be it further

RESOLVED, that notice stating the time and place of such hearing, the purpose thereof, that copy of the preliminary budget is available at the office of the Town Clerk, and all other requirements of Town Law Sect. 108, shall be published in the Poughkeepsie Journal, a newspaper circulating in the Town of Beekman, and posted on the signboard of the Town on or before the 31st day of October 2001.

RESOLUTION 10:15:01 - 5 RE: To Authorize Purchase of Highway Department Materials And Supplies through Dutchess County Purchasing Cooperative Councilman Peter Barton offers the following and moves its adoption:

WHEREAS, the Town of Beekman is authorized to purchase materials, equipment and supplies through the County of Dutchess pursuant to the provisions of Sect. 103(3) of the Town Law and Sect. 408-a(2) of the County law; now therefore be it

RESOLVED that the Town Board hereby approves the purchase of Highway Department materials and supplies for the year 2002 through the Dutchess County Purchasing Cooperative in accordance with Sect. 103(3) of the Town Law; and be it further

RESOLVED that as provided in Sect. 103(3) of the Town Law, no such purchase shall be made if bids for such purchase have been duly received, unless such purchase may be made upon the same terms, conditions and specifications at a lower price through the County.

WHEREAS, permission has been granted from E-911 Control Center for the use of name for a new private road off of Flagler Road; now therefore be it

RESOLVED, that the above said private road is officially named "Birgit Way".

RESOLUTION 10:15:01 - 7 RE: Naming of Private Roads within Springhill Trailer Park Councilman Peter Barton offers the following and moves its adoption:

WHEREAS, four private roads within Springhill Trailer Park require a precise address so that emergency personnel may locate residents in distress; and

WHEREAS, approval has been given from E-911 Emergency Control Center and the owners of Springhill Trailer Park to name these private roads; now therefore be it

RESOLVED, that following names have been officially given to above said private roads: Springhill Drive, Marywood Lane, Watersyde Lane and Plover Court.
