RESOLUTION 10:20:03 - 1
RE: Authorizing Assessor to Attend Seminar Supervisor John Adams offers the following and moves its adoption:

WHEREAS, the New York State Assessor's Association is holding a one-day seminar on "Office Management" on November 7, 2003 in Fishkill; and

WHEREAS, attendance at seminar will fulfill 6 continuing education credits of the 24 credits required by law for the Town Assessor; and

WHEREAS, the State will reimburse the Town most of the $80.00 cost for the seminar; now therefore be it

RESOLVED, that the Assessor, Jon Barrett, be and hereby is authorized to attend said seminar.

RESOLUTION 10:20:03 - 2 RE: Acceptance of Dutchess County Youth Bureau Grant Councilman Werner Stiegler offers the following and moves its adoption:

WHEREAS, the Town of Beekman has submitted a 2004 Youth Development Delinquency Prevention (YDDP) application to the Dutchess County Youth Bureau for "Recreation Youth Basketball League"; and

WHEREAS, by letter dated October 9, 2003, the Dutchess County Youth Bureau notified the Town of Beekman that the Town's YDDP application has been approved in the amount of $4,138.00, which grant program is funded in part through the New York State Office of Children and Family Services with the assistance of the Dutchess County Youth Bureau, now therefore be it

RESOLVED, that the Supervisor of the Town of Beekman, John D. Adams, and the Beekman Town Board hereby authorize and ratify the YDDP application to the New York State Office of Children and Family Services and the Dutchess County Youth Bureau, agree to abide by all stated grant requirements and hereby accept these 2004 grant funds for the purpose herein above stated and be it further

RESOLVED, that the Supervisor be and hereby authorized and empowered to take all steps necessary to implement this resolution which shall take effect immediately.

RESOLUTION 10:20:03 - 3 RE: Extension of Moratorium within the Town Center Supervisor John Adams offers the following and moves its adoption:

WHEREAS, Local Law 1, 2003 imposing a six-month moratorium on planning approvals in the Town Center Area in the Town of Beekman was filed on May 29, 2003; and

WHEREAS, said Local Law allows for one three-month extension period if the Town Board determines that accomplishing the purposes of this local law requires additional time; now therefore be it

RESOLVED, that the Town Board hereby declares an extension on the moratorium within the Town Center Area to expire on the 29th day of February, 2004.

RESOLUTION 10:20:03 - 4 RE: CSEA Contract Negotiator Councilwoman Santospirito offers the following and moves its adoption:

WHEREAS, the current CSEA contract is due to expire on the 31st day of December, 2003; and

WHEREAS, the terms of employment as Attorney to the Town specifically excludes collective bargaining negotiations and union contracts; and

WHEREAS, upon recommendation of the Attorney to the Town, Kevin Denton, a proposal for legal services has been received from the municipal practice of Keane & Beane, P.C.; now therefore be it

RESOLVED, that the Town Board hereby appoints Lance H. Klein of Keane & Beane, P. C. to represent the Town in upcoming CSEA contract negotiations at a fee of $200.00 per hour and according to the attached proposal.

RESOLUTION 10:20:03 - 5 RE: Authorizing Attendance at Groundwater Conference Councilman Werner Stiegler offers the following and moves its adoption:

WHEREAS, Environmental Management Council will be holding a one-day seminar on Saturday, October 25, 2003 at Vassar College entitled "Groundwater in Dutchess County" at a cost of $20; and

WHEREAS, the conference will enable attendees to gain access to information in developing and implementing groundwater management plans for our community; and

WHEREAS, attendance at conferences and seminars requires Town Board approval; now therefore be it

RESOLVED, that Councilman Werner Stiegler be and hereby is authorized to attend said conference.
