Authorizing Expenditure for Consultant to Advise CAC on Meadow Brook Manor Project

Councilman Daniel French offers the following and moves its adoption:

WHEREAS, the Town of Beekman Conservation Advisory Council has received a request from the Town of Beekman Planning Board to review the Meadow Brook Manor application, a proposed subdivision in the Town of Beekman, and to report on their findings; and

WHEREAS, this request falls into the purview of the CAC’s role as outlined in Article 12-F, Section 239-x of General Municipal Law; and

WHEREAS, there exists complex environmental concerns relating to the Meadow Brook Manor project including the presence of a stream, wetlands and steep slopes on the property as well as its close proximity to an agricultural district; and

WHEREAS, the CAC is requesting the services of an outside consultant to assist them in their review of these environmental concerns as they relate to said project; now therefore be it

RESOLVED, that the expenditure for the services of a consultant to assist the CAC in the review of the Meadow Brook project is hereby authorized at a cost not to exceed $500.00.

RESOLUTION 7:20:09 - 2 Adoption of Local Law Providing for the Creation of Citizen Advisory Boards and the Appointment of their Members

Supervisor John Adams offers the following and moves its adoption:

WHEREAS, a public hearing was duly held on the 20th day of July, 2009 on a proposed local law providing for the creation of citizen advisory boards and the appointment of their members; and

WHEREAS, the proposed local law was made available for public review at the Town Hall; now therefore be it

RESOLVED, that said local to be numerated as Local Law #1 of 2009 be hereby enacted by the Town Board of the Town of Beekman; and be it further

RESOLVED, that certified copies of this local law be filed immediately in the offices of the Beekman Town Clerk and the New York Secretary of the State; and be it further

RESOLVED, that this local law shall take effect immediately.

RESOLUTION 7:20:09 - 3 Appointment of Members to the Town Center Infrastructure Committee

Councilwoman Barbara Zulauf offers the following and moves its adoption:

WHEREAS, implementing the goals and objectives of the Town of Beekman Comprehensive Plan adopted in 1999, Local Law No. 2 of 2005 was enacted establishing the Town Center area along State Route 55 and County Route 9; and

WHEREAS, it is recognized that the provision of central potable water and sewer services are essential to support the Town Center vision; and

WHEREAS, Delaware Engineering PC prepared a feasibility study to evaluate various options to providing central water and sewer to the Town Center; and

WHEREAS, the Town Board is desirous in creating a Town Center Infrastructure Committee to review the feasibility study submitted by Delaware Engineering and their recommendations and to develop a plan of action as well as seek various funding options available; and

WHEREAS, the Town Board has adopted a resolution providing for the creation of citizen advisory boards and the appointment of their members; now therefore be it

RESOLVED, that the following individuals are hereby appointed to serve on the Town Center Infrastructure Committee:

Thomas Kinsley, Chair             Eric Verhave
Anthony Pepe                          Neal Townsend
Frank Marchese                      Sean McDermott
Sean Ellman

and be it further RESOLVED, that the Town Planner, Curt Lavalla and Ed Mills from Dutchess County Water & Wastewater Authority shall attend meetings on an as needed basis.
