2:24:03 - 1 To Waive ZBA Application Fee For Poughquag United Methodist
Church Sign RESOLUTION 2:24:03 - 1 RE: To Waive ZBA Application Fee For Poughquag United Methodist Church Sign Councilwoman Santospirito offers the following and moves its adoption: WHEREAS, the Poughquag United Methodist Church would like to erect a new sign for their church; and WHEREAS, they are desirous to have this sign similar to the existing sign having a white background with black letters and harmonious with a church; and WHEREAS, the zoning code of the Town of Beekman states that "all signs shall have dark background colors and light letters"; and WHEREAS, applicant must submit an application and fee to the Zoning Board of Appeals to obtain a variance; now therefore let it be RESOLVED, that the required variance application fee for the sign is hereby waived for the Poughquag United Methodist Church. CALL VOTE: Dated: February 24, 2003 RESOLUTION 2:24:03 - 2 RE: To Waive Building Permit Fee for Steeple for Poughquag United Methodist Church Councilman Peter Barton offers the following and moves its adoption: WHEREAS, the Poughquag United Methodist Church has received a donation of a steeple to be placed on their church; and WHEREAS, it is necessary to obtain a building permit at a fee of $35.00 for placement of the steeple on the church roof; now therefore be it RESOLVED, that the building permit fee for the steeple is hereby waived for the Poughquag United Methodist Church. CALL VOTE: Dated: February 24, 2003 RESOLUTION 2:24:03 - 3 RE: Approval of Election District Redistricting Plan Councilman Werner Stiegler offers the following and moves its adoption: WHEREAS, due to the recent census, the Dutchess County Legislature has undertaken the task of redistricting; and WHEREAS, there are two districts in the Town of Beekman that exceed New York State Election Law maximum (sect. 4-100 subsection 3A) causing the Town to undertake the adoption of new districts, now therefore let it be RESOLVED, that the Town Board of the Town of Beekman hereby accepts the new proposed Beekman Election District Boundaries as outlined in the attached proposal. CALL VOTE: Dated: February 24, 2003 RESOLUTION 2:24:03 - 4 RE: Authorizing Use of Recreation Swim Area for Annual Fishing Derby Councilman Peter Barton offers the following and moves its adoption: WHEREAS, a request has been received from the Poughquag Sportsmen's Club for use of the Recreation Swim Area to conduct its 12th Annual Fishing Derby; and WHEREAS, this Fishing Derby has customarily been held at the Town of Beekman Recreation Area; now therefore be it RESOLVED, that the Town Board of the Town of Beekman hereby authorizes the use of the Recreation Swim Area to be utilized by the Poughquag Sportsmen's Club on Saturday, April 12, 2003. CALL VOTE: Dated: February 24, 2003 RESOLUTION 2:24:03 - 5 RE: To Authorize Conrad Geoscience to Conduct Gas Monitoring of Landfill Councilman Werner Stiegler offers the following and moves its adoption: WHEREAS, the New York State Department of Environmental Conservation recently adopted a new format for reporting monitoring and maintenance results for municipal solid waste landfills closed in accordance with 6NYCRR Part 360 which includes groundwater monitoring, gas monitoring, inspections of the landfill cap and drainage control structures; and WHEREAS, Conrad Geoscience is currently responsible for annual groundwater monitoring of the Town's landfill on Gardner Hollow Road; now therefore let it be RESOLVED, that in addition to continuing annual groundwater monitoring of said landfill utilizing the new form, Conrad Geoscience is hereby authorized to add quarterly gas monitoring and periodic inspections in accordance with the New York State Department of Environmental Conservation regulations at an additional quarterly fee of $1,650.00. CALL VOTE: Dated: February 24, 2003 RESOLUTION 2:24:03 - 6 RE: Authorization To Go Out to Bid for Highway Equipment Councilman Werner Stiegler offers the following and moves its adoption: WHEREAS, certain highway machinery included in the highway's fleet of equipment has reached an age where it is no longer performing its function in an adequate fashion; and WHEREAS, the high maintenance expense of this machinery makes it more feasible to replace this equipment; WHEREAS, funds for replacement of equipment were included in the 2003 budget; now therefore let it be RESOLVED, that the Town Clerk is hereby authorized to seek bids for the following highway equipment:

CALL VOTE: Dated: February 24, 2003 RESOLUTION 2:24:03 - 7 RE: Music for Memorial Day Service Supervisor John Adams offers the following and moves its adoption: WHEREAS, the Town of Beekman holds a Memorial Day service and parade each year to honor all veterans; now therefore be it RESOLVED, that the Supervisor be authorized to enter into contract with "Back Room Banjos" for musical services on Monday, May 26, 2003 from 9:30 a.m. to 10:30 a.m. at an hourly rate of $100.00. CALL VOTE: Dated: February 24, 2003 RESOLUTION 2:24:03 - 8 RE: Designating Polling Sites for Election Districts Supervisor John Adams offers the following and moves its adoption: WHEREAS, the Town Board of the Town of Beekman has accepted the new proposed Beekman Election District Boundaries; now therefore let it be RESOLVED, that the new election districts be numbered 1 through 10 renaming district 2A as district 9 and 7A as district 10; and be it further RESOLVED, that polling sites for these election districts are as follows:

CALL VOTE: Dated: February 24, 2003 RESOLUTION 2:24:03 - 9 RE: Authorizing Recreation Director to Attend Seminar Councilman Peter Barton offers the following and moves its adoption: WHEREAS, the New York State Recreation and Park Society will be holding the 63rd Annual Conference & Business Expo in Hauppauge, Long Island from March 30 to April 2, 2003; and WHEREAS, workshops conducted at this conference will be beneficial for the Recreation Director in enhancing the Town of Beekman recreation programs; and WHEREAS, expected cost for the conference including lodging will be approximately $525.00; and WHEREAS, funding for this conference was included in the 2003 budget; now therefore be it RESOLVED, that Sandra Washburn is hereby authorized to attend said conference. CALL VOTE: Dated: February 24, 2003 RESOLUTION 2:24:03 - 10 RE: To Set Salaries for Recreation Positions for 2003 Councilwoman Santospirito offers the following and moves its adoption: WHEREAS, the Town Board is authorized to set salaries and wages; and WHEREAS, the Recreation Commission of the Town of Beekman has created job descriptions for all positions as well as a recommended salary matrix for year round full-time, year round part-time and seasonal employees; now therefore be it RESOLVED, that the attached wage matrix be and hereby approved; and be it further RESOLVED, that the following part-time recreation positions and wages be and hereby set for the year 2003:

CALL VOTE: Dated: February 24, 2003 RESOLUTION 2:24:03 - 12 RE: Authorization to Attend Planning & Zoning Course Councilwoman Santospirito offers the following and moves its adoption: WHEREAS, Dutchess County Planning Federation's Annual Short Course on Planning and Zoning will be held on March 6, March 13 and April 3, 2003 in Millbrook; and WHEREAS, cost for each session is $5.00 per person; and WHEREAS, it will be beneficial for those appointed to fill the two vacancies on the Planning Board and one vacancy on the Zoning Board of Appeals to attend above course; now therefore be it RESOLVED, that the Town Board authorizes attendance at the Annual Short Course.
