of Town of Beekman Adopt-A-Roadway Program RESOLUTION 5:16:05 - 1 RE: Acceptance of Town of Beekman Adopt-A-Roadway Program Supervisor John Adams offers the following and moves its adoption:
WHEREAS, the Town Board of the Town of Beekman would like to join in this commitment to maintain our roadways and neighborhoods free of garbage and litter by welcoming businesses or organizations to make a two year commitment to pick up litter and/or mow and/or plant flowers along approximately a two mile section of roadway; and WHEREAS, the Supervisor, John Adams, and Highway Superintendent, David Temple, have designed an “Adopt-a-Roadway” program modeled after New York State Department of Transportation’s program and suitable for our community and submitted it to the Town Board for their review; now therefore be it RESOLVED, that the Town Board of the Town of Beekman hereby accepts the attached Town of Beekman Adopt-a-Roadway Program; and be it further RESOLVED, that the Highway Superintendent is hereby authorized to administrate over this program and procure the signatures on the attached agreement of all participants of an organization adopting a roadway.

RESOLUTION 5:16:05 - 2 RE: Insurance Renewal Councilman Werner Stiegler offers the following and moves its adoption:
WHEREAS, the Supervisor has obtained proposals of insurance, which have been reviewed by the Town Board; now therefore be it RESOLVED, that the Supervisor is hereby authorized to accept the proposal from Selective Insurance Company as submitted by Marshall & Sterling, Inc. and that the Supervisor be and hereby authorized to execute the appropriate documents to implement the insurance proposal. RESOLUTION 5:16:05 - 3 RE: To Go Out to Bid on a Trailer Mounted Jet Cleaner and Trailer Mounted Vacuum Unit Councilwoman Barbara Zulauf offers the following and moves its adoption: WHEREAS, mandates of the New York State Department of Environmental Conservation as described in the Stormwater Management Program requires the continuous cleaning of catch basins by municipalities; and WHEREAS, it is currently necessary for the Town of Beekman Highway Department to contracts with an outside vendor for the services of storm drainage/catch basin cleaning; and WHEREAS, it would be more cost effective for the town Highway Department to purchase the equipment allowing the highway personnel to perform this duty; and WHEREAS, the approximate cost of a trailer mounted jet cleaner with a trailer mounted vacuum unit to clean debris from storm drains and its system is $80,000.00; and WHEREAS, provisions for the purchase of this equipment was provided for in the 2005 budget; now therefore be it RESOLVED, that the Town Clerk is hereby authorized to seek bids for a trailer mounted jet with a vacuum unit.

RESOLUTION 5:16:05 - 4 RE: Authorizing Kayak Program for Summer Recreation Councilman Daniel French offers the following and moves its adoption:
WHEREAS, there will be a fee charged for the classes and tours provided by The River Connection, which would offset the cost; and WHEREAS, payment of $600 for the introductory class and $900 for three tours is required to reserve dates and times with The River Connection; now therefore be it RESOLVED, that the Supervisor is hereby authorized to sign the attached contract with The River Connection for a kayak course and tour program. RESOLUTION 5:16:05 - 5 RE: In Support of the Continuation and Expansion of the Local Land Use Leaders Training Program Of the Land Use Law Center Supervisor John Adams and Councilman Daniel French offers the following and moves its adoption: WHEREAS, comprehensive planning, land use regulation and the review and approval of land development proposals are among the most important functions of local governments in the State of New York; and WHEREAS, members of local administrative boards such as the planning board, zoning board of appeals and conservation advisory boards consider and dispose of many important applications for permits, variances and interpretations of local land use regulations; and WHEREAS, local legislative bodies are authorized to use their delegated authority under state law to adopt a wide variety of land use regulations, controls and incentives to provide for the balanced and harmonious development of the community; and WHEREAS, land owners, developers, and leaders of local civic organizations are regularly involved in testifying regarding matters pending before these legislative and administrative bodies; and WHEREAS, knowledge of the authority of local governments regarding land use control and responsible decision-making regarding these matters is important to the quality of life and future success of the communities; and WHEREAS, the Land Use Law Center of Pace University School of Law has established an exemplary program of training and supporting local officials, private sector representatives and civic leaders in land use decision-making; now therefore be it RESOLVED by the Town Board of the Town of Beekman that it supports the continuation and expansion of the local land use leaders training programs of the Land Use Law Center; and be it further RESOLVED, that it offers its official sponsorship of the training sessions conducted under the Center’s programs; and be it further RESOLVED, that it encourages other cities, towns and villages in the Hudson Valley Region to offer their support and sponsorship of these land use training programs and to nominate local leaders for participation I these programs. RESOLUTION 5:16:05 - 6 RE: Authorizing the Purchase of Wind Generated Electricity
WHEREAS, the Town of Beekman has the opportunity to purchase wind-generated electricity thereby minimizing the town’s environmental impact; and WHEREAS, the Town Board would like to contribute in the efforts to decrease pollution by joining the other municipalities who have purchased wind power; and WHEREAS, the Town facilities use approximately 302,768 kilowatt hours (kWh) of electricity per year; and WHEREAS, the Town of Beekman can only commit to purchasing twenty five percent (25%) of our current annual electrical power usage for wind energy as the town’s 2005 budget did not include the increased cost of entering into a wind energy purchase agreement; and WHEREAS, the cost to purchase 75,692 kWh of wind energy will cost an additional $1,060.00 annually over a five year commitment; now therefore be it RESOLVED, that the Town of Beekman hereby authorizes the purchase of 75,692 kWh per year from New Wind Energy for a period of five years with the option to extend this commitment; and be if further RESOLVED, that the Supervisor is hereby authorized to sign the purchase agreement with New Wind Energy.

RESOLUTION 5:16:05 - 7 RE: To Go out to Bid on Wood Chipper Councilman Thomas Kinsley offers the following and moves its adoption: WHEREAS, it is necessary for the Town of Beekman Highway Department to rent a wood chipper for cutting the wood collected from brush cleaning and fallen trees; and WHEREAS, it would be more cost effective for the town highway department to purchase a wood chipper; and WHEREAS, the approximate cost of a wood chipper is $38,000.00; and WHEREAS, provisions for the purchase of a wood chipper was provided for in the 2005 budget; now therefore be it RESOLVED, that the Town Clerk is hereby authorized to seek bids for a thirteen inch (13”) drum wood chipper.
