Ambulance Contract - Increase in Subsidy RESOLUTION 5:21:07 - 1 RE: Amendment to the Alamo Ambulance Contract - Increase in Subsidy
WHEREAS, there exists an Ambulance Service Agreement between the Town of Beekman and Alamo Ambulance Service, Inc. for a term to expire on December 31, 2007; and WHEREAS, Alamo Ambulance Service, Inc. can no longer afford to provide emergency medical service for the Town of Beekman at the current fees agreed to in said contract; and WHEREAS, investigations and evaluations undertaken by the South East Dutchess Ambulance Consortium (SEDAC) indicates the cost to provide ambulance service to a municipality is much higher than the current fees charged to the Town of Beekman by Alamo Ambulance Service, Inc.; and WHEREAS, the Town Board of the Town of Beekman is desirous for Alamo to continue providing ambulance service to the Town; now therefore be it RESOLVED, that the Town Board hereby agrees to increase our subsidy for the remainder of 2007 and shall pay a sum of $18,115.00 per month effective June 15, 2007 to December 31, 2007 for emergency medical service. Dated: May 21, 2007 RESOLUTION 5:21:07 - 2 RE: Suit by Earl & Donna Beach Councilman Werner Stiegler offers the following and moves its adoption: WHEREAS, there is pending under Index #1514/07 in the Dutchess County Supreme Court a suit brought by Earl & Donna Beach against the Town of Beekman; and WHEREAS, the suit concerns drainage of water from Recreation Road and other sources across the Beach property; and WHEREAS, as a result of discussions between counsel for the parties, it appears that the matter may be settled on terms acceptable to the Town and without payment of damages or fees, but by some work to be performed by the Highway Department; now therefore be it RESOLVED, that the Attorney to the Town is authorized to negotiate and settle the above suit on specific terms within the parameters above which are acceptable to the Town Supervisor and the Town Highway Superintendent; and that the last two named officials are empowered to execute a stipulation to that effect. RESOLUTION 5:21:07 - 3 RE: Restoration of Abandoned Cemeteries and Mandating their Care Supervisor John D. Adams offers the following and moves its adoption: WHEREAS, there exists in the Town of Beekman a number of cemeteries that have been abandoned, and are in a state of neglect; and WHEREAS, New York State Law states that abandoned cemeteries are the responsibility of the town in which they are located and mandates their care by the town trustees or other corporate body; now therefore be it RESOLVED, that the Town Board hereby authorizes the Town Historian to apply for the use of the individuals confined to the Beacon Correctional Facility to initially rid these cemeteries of weeds, overgrown vegetation and debris; and be it further RESOLVED, that the Town Historian is further authorized to initiate a process that would get volunteer organizations to undertake the responsibility of maintaining these gravesites.

WHEREAS, it is beneficial for the Town Historian to attend conferences and seminars to obtain invaluable information to pass on to the community; and WHEREAS, the 2007 budget includes funds for the Town Historian to attend conferences and seminars; now therefore be it RESOLVED, that the Town Historian is hereby authorized to attend the following upcoming conferences:

RESOLUTION 5:21:07 - 5 RE: Award Landscaping Bid for Mini Golf Course
WHEREAS, one bid was received from NEAVE LANDSCAPING, INC. in the amount of $82,245.79; and WHEREAS, upon review of the bid, the Recreation Commission recommends that the Town Board authorizes a “deductive change order” to accept portions of the proposal the Recreation Commission feels are critical at this time to the functionality, appearance, design and the long term protection of the project; now therefore be it RESOLVED, that the Town Board hereby authorizes a “deductive change order” to the bid received from NEAVE LANDSCAPING, INC. and awards the bid as follows:
RESOLVED, that engineering expenses related to this project are hereby authorized to be paid from the SRF Fund not to exceed $10,000.00.

RESOLUTION 5:21:07 - 6 RE: Recognition of New Town Seal
WHEREAS, a new town seal has been designed in an effort to make our town seal more historically correct; now therefore be it RESOLVED, that the Town Board hereby adopts the new town seal to be used this day forward; and be it further RESOLVED, that any item in which the existing seal appears, shall not be replaced to include the new seal.
RESOLUTION 5:21:07 - 7 RE: Opening Day at the Rec Contracts
WHEREAS, the 2007 budget includes funds for entertainment for this event; now therefore be it RESOLVED, that the following expenditures are hereby authorized:

RESOLUTION 5:21:07 - 8 RE: Recognizing the Town of Beekman as a Preserve America Community
WHEREAS, the goals of this initiative include a greater shared knowledge about our Nation’s past, strengthened regional identities and local pride, increased local participation in preserving the country’s irreplaceable cultural and natural heritage assets, and support for the economic vitality of communities; and WHEREAS, this initiative is compatible with our commitment to preserve the Town’s heritage and the community’s interests and goals related to historic preservation; and WHEREAS, designation as a Preserve America Community will improve our community’s ability to protect and promote its historical resources; now therefore be it RESOLVED, that the Town Board will apply for the designation of the Town of Beekman as a Preserve America Community; and be it further RESOLVED, that the Town Board will protect and celebrate our heritage, use our historic assets for economic development and community revitalization, and encourage people to experience and appreciate local historic resources through education and heritage tourism programs; and be it further RESOLVED, that the Town of Beekman Comprehensive Plan Review Committee
is hereby directed to include the goals and values of Preserve America

RESOLUTION 5:21:07 - 9 RE: Authorizing Expenditure from SRF Fund for the Purchase of Clay for Ball Fields at Town Center Park Councilman Daniel French offers the following and moves its adoption: WHEREAS, it is necessary to increase the infield base lines at Town Center Park by 10 feet to accommodate all age brackets of players; now therefore be it RESOLVED, that the Town Board hereby authorizes the purchase of Red Baseball Diamond Mix clay for use at the two baseball fields at Town Center Park from the Special Recreation Fund (SRF) not to exceed $7,500.00.
