September Town Board Meeting RESOLUTION 8:21:06 - 1 RE: Rescheduling September Town Board Meeting
Let it be RESOLVED, that the September 11, 2006 and September 25, 2006 scheduled Town Board meetings be hereby cancelled; and be it further RESOLVED, that the Town Board will meet once during the month of September with the meeting being conducted on Monday, September 18, 2006 at 7:30 p.m. Seconded Councilwoman Barbara Zulauf ROLL CALL VOTE: Dated: August 21, 2006 RESOLUTION 8:21:06 - 2 RE: To Set Continuation of Public Hearing On an Amendment to Section 155-42 of The Town of Beekman Town Code “Multi-Family Dwellings” Councilwoman Barbara Zulauf offers the following and moves its adoption: WHEREAS, a public hearing on a proposed amendment to Section 155-42 “Multi-family Dwellings” to the Code of the Town of Beekman was held on June 19, 2006 and adjourned; now therefore be it RESOLVED, that the continuation of the public hearing on proposed amendment will be held on the 2nd day of October, 2006 at 7:20 p.m. at the Town Hall, 4 Main Street, Poughquag, in the Town of Beekman, New York; and be it further RESOLVED, that notice stating the time and place of such hearing and setting forth the proposed amendment, or describing in general terms the proposed amendment, be published once on or before the 22nd day of September, 2006 in the Poughkeepsie Journal, a newspaper circulating in the Town of Beekman, and posted on the signboard of the Town. RESOLUTION 8:21:06 - 3 RE: Adoption of Local Law # 5 of 2006 To Amend Sect. 19-9 of the Town Code Adopting Revised Disclosure of Interest Form – Appendix A
WHEREAS, a public hearing on a proposed Local Law amending the Disclosure of Interest Form, was duly held on the 7th day of August 2006; now therefore be it RESOLVED, that the Town Board of the Town of Beekman hereby adopts Local Law #5 of 2006 amending Sect. 19-9 of the Town Code, Appendix A - Disclosure of Interest; and be it further RESOLVED, that certified copies of this Local Law be filed immediately in the offices of the Beekman Town Clerk and the New York Secretary of State; and be it further RESOLVED, that the Town Board hereby requests the Ethics Board recanvass all town employees and volunteers as to the accuracy of their information on file and if information needs to be updated, request a new Disclosure of Interest form be submitted.
ROLL CALL VOTE: Dated: August 21, 2006 RESOLUTION 8:21:06 - 4 RE: In Support of the Submission of the Compact Grant Application For the Revision of the Town of Beekman Comprehensive Plan Councilman Daniel French offers the following and moves its adoption: WHEREAS, the Hudson River Valley Greenway is accepting applications for funding under the Greenway Communities Council’s Compact Grant Program; and WHEREAS, the Town Board of the Town of Beekman is in support of applying for the Compact Grant for the Revision of Comprehensive Plan, which is consistent with the Greenway Criteria and the Greenway Act; now therefore be it RESOLVED, that the Town Board of the Town of Beekman hereby authorizes the submission of the grant application for the Compact Grant to be used for the revision of the town’s Comprehensive Plan; and be it further RESOLVED, that the Town Board authorizes the Town Supervisor to execute the Compact Grant application with the Hudson River Valley Greenway for the proposed funding. RESOLUTION 8:21:06 - 5 RE: Adoption of National Incident Management System
WHEREAS, the New York State Office of Homeland Security has advised that an “Implementation Strategy” for all of New York’s first responder agencies which includes fire, law enforcement, hazmat, emergency medical, public works, public health, emergency communications, emergency management and other agencies involved in disaster preparedness, prevention, response and recovery activities has been created; and WHEREAS, this Strategy requires local governments and their first responders to become compliant during FY06 with the National Incident Management System (NIMS); and WHEREAS, future Federal and State funding for homeland security purposes will be tied to compliance with NIMS; now therefore be it RESOLVED, that the Town Board of the Town of Beekman hereby adopts the National Incident Management System and hereby signifies that NIMS principles will be met and followed in planning, response and recovery initiatives.
ROLL CALL VOTE: Dated: August 21, 2006 RESOLUTION 8:21:06 - 6 RE: Authorizing Attendance at Planning Federation Conference Councilman Daniel French offers the following and moves its adoption: WHEREAS, the New York Planning Federation Annual Conference will be held October 8-11, 2006 in Saratoga Springs, New York; and WHEREAS, cost of the conference is approximately $750.00 per person for registration, food, lodging and travel; and WHEREAS, the Planning Board, Zoning Board of Appeals, Planner and Building Dept. have included attendance at conferences in their 2006 budgets; now therefore be it RESOLVED, that the members of the Planning Board, Zoning Board of Appeals, Town Planner and the Building Inspector and Deputy are hereby authorized to attend said conference. Dated: August 21, 2006 RESOLUTION 8:21:06 - 7 RE: To Set Public Hearing on The Intended Use of Community Development Funds Supervisor John Adams offers the following and moves its adoption: WHEREAS, the restroom facility at Town Hall, which is used by the public during public meetings and while court is in session, is not handicap accessible; and WHEREAS, the Town Board is desirous to convert the existing facilities into handicapped accessible restrooms; and WHEREAS, funding for this project may be available through the Dutchess County Community Development Block Grant Program; now therefore be it RESOLVED, that a public hearing on “intended use of Community Development funds” for handicapped accessible restrooms will be held on the 18th day of September, 2006 at 7:20 p.m. at the Community Center, Recreation Center Road, in the Town of Beekman, New York; and be it further RESOLVED, that notice stating the time and place of such hearing and setting forth the proposed amendment, or describing in general terms the proposed amendment, be published once on or before the 8th day of September, 2006 in the Poughkeepsie Journal, a newspaper circulating in the Town of Beekman, and posted on the signboard of the Town.
