Consultant for the Revision of the Town’s Comprehensive Plan RESOLUTION 10:16:06 - 1 RE: Appointing Consultant for the Revision of the Town’s Comprehensive Plan
Councilman Daniel French offers the following and moves its adoption:
WHEREAS, the Town Board, after due consideration, has determined that it is desirable and in the public interest to review and update the current Comprehensive Plan, and WHEREAS, the Town Board has created a Comprehensive Plan Review Committee (CPRC) to interview and select a planning consultant to assist in the creation of the Comprehensive Plan Update; and WHEREAS, after due consideration, the CPRC has selected the Laberge Group as the preferred consultant to assist in updating the comprehensive plan, creating an economic development strategy, and amending the appropriate land use regulations; now therefore be it RESOLVED, that this project, be known as the Vision Beekman Plan; and be it further RESOLVED, that the firm of Laberge Group, 4 Computer Drive West, Albany, New York 12205, duly licensed under the Laws of the State of New York and competent municipal planners be authorized to prepare the Vision Beekman Plan, contracts, drawings, documents, and other necessary planning work as required and as directed by the Town Board and the CPRC for a fee not to exceed $70,445.00; and be it further RESOLVED, that two copies of this resolution be forwarded to said firm for inclusion into the application documents; and be it further RESOLVED, that in order to avoid duplication of effort, all departments, agencies, etc., shall transmit to said consultants copies of planning previously or collaterally accomplished under other Local, State or Federal Programs, such planning to be utilized wherever applicable. Village Clerk S E A L Town of Beekman RESOLUTION 10:16:06 - 2 RE: Authorizing Prepayment of Fireworks Display For Community Day 2007 Councilman Daniel French offers the following and moves its adoption: WHEREAS, the 2007 Annual Community Day is scheduled for July 21, 2007; and WHEREAS, it has been a tradition to have a fireworks display for the enjoyment of our community; and WHEREAS, payment in full by October 31, 2006 for a 2007 display will entitle the Town to a “Mid Show Barrage” or 100 additional finale shells; now therefore be it RESOLVED, that the Supervisor is hereby authorized to enter into a contract for the 2007 fireworks display to be provided by Bay Fireworks at a cost of $3500.00 and to prepay this amount by October 31, 2006. Seconded Councilwoman Barbara Zulauf Councilman Werner Stiegler aye Dated: October 16, 2006 RESOLUTION 10:16:06 - 3 RE: Delegating the Building Inspector as Licensing Authority For Firework Displays Supervisor John Adams offers the following and moves its adoption: WHEREAS, under Section 405 of New York State Penal Law, the town is authorized to grant and issue permits for the public display of fireworks; now therefore be it RESOLVED, that the Town Board hereby delegates the Building Inspector to act as the licensing authority for said fireworks displays; and be it further RESOLVED, that issuance of permits associated with fireworks displays shall be granted in accordance with the terms and conditions as outlined in Section 405 of New York State Penal Law.
RESOLUTION 10:16:06 - 4 RE: Renaming of Roads in Pawling Lake Estates Councilman Werner Stiegler offers the following and moves its adoption: WHEREAS, the Pawling Post Office is experiencing problems delivering mail and packages due to duplicate addresses in both the Town of Beekman and the Town of Pawling for which the Pawling Post Office is the designated post office for delivery; and WHEREAS, in order to correct this problem, Dutchess County Emergency Response 911 Addressing Office is requesting that the Town of Beekman eliminate the private drive name “Elm Lane” and extend “Hickory Lane” to where it intersects with “Walnut Drive” and eliminate the private road name “Oak Road” and extend “Hickory Lane” on the “Oak Road” segment; now therefore be it RESOLVED, that the Town of Beekman Town Board hereby authorizes the renaming of said roads; and be it further RESOLVED, that the Dutchess County Emergency Response 911 Addressing Office will notify all residents affected by this change of their new mailing/911 address; and be it further RESOLVED, that when completed, the address changes made to the Town of Beekman parcels will be sent to the Town of Beekman Assessor by the 911 Addressing Office; and be it further RESOLVED, that the Town of Beekman Highway Superintendent be duly notified when addressing changes complete.
RESOLUTION 10:16:06 - 5 RE: To Award Truck for the Highway Department
WHEREAS, the following bids were received, opened and read publicly on October 10, 2006;
RESOLVED, that this expenditure will be made from the “Highway Equipment Capital Reserve Fund”; and be it further RESOLVED, that the Town Clerk is directed to place the required legal notices in accordance with the permissive referendum requirements established for the “Highway Capital Reserve Fund”. RESOLUTION 10:16:06 - 6 RE: To Set Hearing on Dover Ridge Sewer District Assessment Roll Supervisor John Adams offers the following and moves its adoption: WHEREAS, the Assessor to the Town of Beekman has completed and filed the assessment roll for the Dover Ridge Sewer District pursuant to Article 15 of the New York State Town Law; now therefore be it RESOLVED, that pursuant to §239 of the Town Law a public hearing on such assessment roll shall be held on the 6th day of November, 2006 at 7:10 o’clock p.m. at the Town Hall, 4 Main Street, Poughquag, in the Town of Beekman, New York; and be it further RESOLVED, that notice shall be published in the Poughkeepsie Journal on or before the 26th day of October, 2006 stating that the Dover Ridge Sewer District Assessment Roll has been completed and that the Town Board will meet and hear any objections which may be made to the roll at the time and place as specified above, and that such notice shall be posted on the signboard of the Town on or before the 26th day of October, 2006.
Dated: October 16, 2006 RESOLUTION 10:16:06 - 7 RE: For Notice of Public Hearing on 2007 Preliminary Budget Councilwoman Barbara Zulauf offers the following and moves its adoption: NOW BE IT RESOLVED, that pursuant to Sect. 108 of New York State Law, a public hearing on the 2007 preliminary budget shall be held on the 6th day of November, 2006 at 7:20 PM at the Town Hall, 4 Main Street, Poughquag, in the Town of Beekman, New York; and be it further RESOLVED, that notice stating the time and place of such hearing, the purpose thereof, that copy of the preliminary budget is available at the office of the Town Clerk after October 16, 2006, and all other requirements of Town Law Sect. 108, shall be published in the Poughkeepsie Journal, a newspaper circulating in the Town of Beekman, and posted on the signboard of the Town on or before the 26th day of October, 2006. RESOLUTION 10:16:06 - 9 RE: Authorizing Attendance at Workforce Housing Conference
WHEREAS, Councilwoman Barbara Zulauf has requested permission to attend this program as it will be beneficial to the Comprehensive Plan Review Committee in which she is co-chair; and WHEREAS, the fee of $50.00 has been included in the 2006 budget; now therefore be it RESOLVED, that Councilwoman Barbara Zulauf is hereby authorized to attend the Workforce Housing Conference.
