11:18:02 - 1 Adoption of 2003 Annual Budget RESOLUTION 11:18:02 - 1 RE: Adoption of 2003 Annual Budget Werner Stiegler offers the following and moves its adoption: WHEREAS, the Town Board of the Town of Beekman has met and considered the tentative and preliminary budgets for the fiscal year beginning January 1, 2003, has conducted a public hearing thereon on October 28, 2002, as required by § 108 of the Town Law of the State of New York, and has further met and considered all budget modifications at a Board workshop held on October 30, 2002; now therefore be it RESOLVED, that the 2003 budget as changed, altered and revised and as attached hereto, is hereby adopted as the annual budget of the Town of Beekman for the fiscal year beginning on January 1, 2003, and the same shall be entered in the minutes of the Town Board. RESOLUTION 11:18:02 - 2 RE: Authorizing Unsupervised Open/Close Monitoring Reports Supervisor John Adams offers the following and moves its adoption: WHEREAS, Commercial Instruments and Alarm Systems, Inc. maintains and monitors the security system at the Highway Garage and Office; and WHEREAS, the Supervisor is requesting an additional service providing unsupervised open/close monitoring monthly reports; now therefore be it RESOLVED, that the Supervisor be and hereby is authorized to sign any and all documents associated with the unsupervised open/close monitoring service at a monthly fee of $45.00. CALL VOTE: Dated: November 18, 2002 RESOLUTION 11:18:02 - 3 RE: To Award Fence Bid Councilwoman Santospirito offers the following and moves its adoption: WHEREAS, Resolution No. 10:16:02 - 173 authorized the Town Clerk to seek bids for the purchase of a backstop and fence to enclose the Little League field at the Recreation Town Center Park; and WHEREAS, four bids have been received and reviewed in accordance with the Town's Procurement Policy; now therefore be it RESOLVED, that the attached proposal from Rocky's Fence, Co. in the amount of $12,489.00 be accepted and that the Supervisor be and hereby is authorized to sign all documents associated with the installation of the baseball fence and backstop. CALL VOTE: Dated: November 18, 2002 RESOLUTION 11:18:02 - 4 RE: Holiday Tree Lighting Festival Councilman Peter Barton offers the following and moves its adoption: WHEREAS, the Recreation Department is holding a tree lighting ceremony with entertainment for children on Saturday, December 7, 2002 at Town Hall from 6:00 PM to 8:00 PM; and WHEREAS, proposals for a sleigh & reindeer and a clown were sought to provide entertainment for this event; now therefore be it RESOLVED, that the Recreation Director be and hereby is authorized to enter into contracts with the following: 1. CALL VOTE: Dated: November 18, 2002 RESOLUTION 11:18:02 - 5 RE: To Award Roof Bid Supervisor John Adams offers the following and moves its adoption: WHEREAS, the roof of the Town Hall needs to be replaced; and WHEREAS, Resolution No. 09:09:02 - 156 authorized the Town Clerk to seek bids for the replacement of the existing roof; and WHEREAS, four proposals have been received and reviewed in accordance with the Proposed Bid Specifications and the Town's Procurement Policy; now therefore let it be RESOLVED, that the attached proposal received from Beacon Construction in the amount of $25,450.00 be accepted and that the Supervisor be and hereby is authorized to sign all documents associated with the construction of a new roof as well as the removal of old roofing materials and debris. CALL VOTE: Dated: November 18, 2002 RESOLUTION 11:18:02 - 6 RE: To Set Hearing For Disabled Persons Partial Tax Exemption Supervisor John Adams offers the following and moves its adoption: WHEREAS, Sections 467 and 459-c of the New York State Property Tax Law ("RPTL") authorize any municipal corporation pursuant to local law, ordinance or resolution to set the income eligibility level for a partial exemption from the taxation of real property owned by persons with disabilities and limited income; and WHEREAS, the Town of Beekman Assessor's Office recommends that increasing the income eligibility level to the maximum permitted under the Real Property Tax Law would have a minor impact on the taxable real property tax base of the Town of Beekman; now therefore be it RESOLVED, that pursuant to Section 130 of the Town Law, a public hearing on a proposed amendment to Chapter 135, Article III of the Code of the Town of Beekman to increase the eligibility level for a partial exemption for the taxation of real property owned by persons with disabilities and limited income be held on the 2nd Day of December, 2002 at 7:15 o'clock p.m. at the Town Hall, 4 Main Street, Poughquag, in the Town of Beekman, New York, and that notice of the time and place of such hearing and setting forth the proposed amendment be published once on or before the 22nd day of November, 2002 in the Poughkeepsie Journal, a newspaper circulating in the Town of Beekman.
