RESOLUTION 12:4:06 - 1 RE: Association of Towns 2007 Training School & Annual Meeting

Councilwoman Barbara Zulauf offers the following and moves its adoption:


WHEREAS, the annual Association of Towns conference will be held February 18-21, 2007; and

WHEREAS, representatives from several departments of the Town of Beekman have included in their budget for 2007 the appropriation to attend said conference; now therefore be it

RESOLVED, that authorization is hereby given for the Supervisor to forward all monies required for registration and lodging for the employees attending the conference.

RESOLUTION 12:4:06 - 2 RE: Authorizing Agreement Between the Town & DCWWA for Grading of Trails on Recreation Road

Councilman Daniel French offers the following and moves its adoption:

WHEREAS, the “Community Walkway” project was authorized by the Town Board on July 11, 2005; and

WHEREAS, the portion of the walkway from Recreation Center Road to County Route 7, will be completed in conjunction with the paving of Recreation Road; and

WHEREAS, the required grading that is associated with these projects extends into property owned by the Dutchess County Water and Wastewater Authority (DCWWA); now therefore be it

RESOLVED, that the Supervisor is hereby authorized to enter into an agreement between the Town of Beekman and the Dutchess County Water and Wastewater Authority which would allow for grading to extend into the Authority’s property associated with the paving of Recreation Road and the development of the “Community Walkway” adjacent to Recreation Road.

RESOLUTION 12:4:06 - 3 RE: Authorizing the Participation in the Dutchess County Emergency Medical Services Mutual Aid Plan


____________________________________ offers the following and moves its adoption:


WHEREAS, the Dutchess County Department of Emergency Response has recommended the adoption of an Emergency Medical Services Mutual Aid Plan for the County of Dutchess in order to provide an efficient and cost effective emergency service system; now therefore be it

RESOLVED, that the Town Board hereby authorizes the participation of the Town of Beekman in the Dutchess County Emergency Medical Services Mutual Aid Plan and certifies to the Dutchess County Legislature through the Dutchess County Emergency Response Coordinator that no restrictions exist against “outside service” by such EMS Agency or Fire District herein within meaning of Section 209-b of the NYS General Municipal Law and Chapter VI Title 10 (Health) State Emergency Medical Services Code Part 800 which would effect the power of said EMS Agency or Fire District to participate in such plan; and be it further

RESOLVED, that a copy of this resolution be filed with the Dutchess County Emergency Response Coordinator; and be it further

RESOLVED, that this Resolution supersedes all previous like resolutions.

RESOLUTION 12:4:06 - 4 RE: Authorizing Agreement Between Town of Beekman Highway Department and Robert & Marion Seitz Drainage Improvement


Councilman Werner Stiegler offers the following and moves its adoption:

WHEREAS, there is at present insufficient drainage in an area of Gardner Hollow Road resulting in flooding, soil erosion and increased maintenance and repair costs to the Town; and

WHEREAS, Robert and Marion Seitz own a certain parcel of real estate along Gardner Hollow Road and have agreed to permit a portion of their property to be used to aid the drainage of water from Gardner Hollow Road; now therefore be it

RESOLVED, that the Supervisor of the Town of Beekman is hereby authorized to sign a Drainage Agreement, herewith attached, allowing for improvements to be made on the said portion of the Seitz property alleviating the present lack of drainage, and for purposes of future maintenance and repair, as needed.

RESOLUTION 12:4:06 - 5 RE: Acceptance of YDDP Grant


Supervisor John Adams offers the following and moves its adoption:


WHEREAS, the Town of Beekman has submitted a 2007 Youth Development Delinquency Prevention (YDDP) application to the Dutchess County Youth Bureau for “Recreation Youth Basketball League”; and

WHEREAS, by letter dated October 10, 2006, the Dutchess County Youth Bureau notified the Town of Beekman that the Town’s YDDP application has been approved in the amount of $3,963.00 which grant program is funded in part through the New York State Office of Children and Family Services with the assistance of the Dutchess County Youth Bureau; now therefore be it

RESOLVED, that the Supervisor of the Town of Beekman, John D. Adams, and the Beekman Town Board hereby authorize and ratify the YDDP application to the New York State Office of Children and Family Services and the Dutchess County Youth Bureau, agree to abide by all stated grant requirements and hereby accept these 2007 grant funds for the purpose herein above stated; and be it further

RESOLVED, that the Supervisor be and hereby authorized and empowered to take all steps necessary to implement this resolution which shall take effect immediately.
