12:27:02 - 1 To Accept Revised Personnel Manual RESOLUTION 12:27:02 - 1 RE: To Accept Revised Personnel Manual Councilman Werner Stiegler offers the following and moves its adoption: WHEREAS, the Town Board is responsible for the supervision and administration of all personnel matters in connection with Town employees; and WHEREAS, the current personnel manual written in 1999 needs to be updated to address holiday, vacation and sick pay for part-time employees as well as the CSEA Union contract; and WHEREAS, a proposed Personnel Manual which is intended to replace the prior personnel policies of the Town has been reviewed by the Town Board; and WHEREAS, the Town Board wishes to adopt said Personnel Manual and the policies contained therein as the official personnel policy of the Town of Beekman; now therefore be it RESOLVED, that the Town Board hereby accepts the attached revised Town of Beekman Personnel Manual, as the official personnel policies and procedures of the Town to be effective January 1, 2003; and be it further RESOLVED, that each Town employee and elected official will be given a copy of the Personnel Manual along with a receipt to be signed and filed with the Town's Personnel Officer. CALL VOTE: (on amended resolution) Dated: December 27, 2002 RESOLUTION 12:27:02 - 2 RE: To Accept Revised Procurement Policy Supervisor John Adams offers the following and moves its adoption: WHEREAS, Section 104-b of the General Municipal Law requires every town to adopt internal policies and procedures governing all procurement of goods and services not subject to the bidding requirements of General Municipal Law, No. 103 or any other law; and WHEREAS, it is the Town's objective to obtain materials, supplies, equipment and services that are of suitable quality in the accurate quantity from the right source at the most competitive price in compliance with all applicable legal requirements ensuring that taxpayer dollars are expended in the most efficient manner and in accordance with the Town's Procurement Policy; and WHEREAS, the current Procurement Policy established by the Town of Beekman in 1992 has not been updated in ten years; and WHEREAS, it is the Bookkeeper's recommendation to establish a policy that would effectively control expenditures by requiring the completion of a Purchase Requisition by the purchaser and review by the responsible Department Head to ensure budgetary authority exists before commitments to a purchase are made; now therefore be it RESOLVED, that the Town Board hereby accepts the attached revised Procurement Policy to be effective January 1, 2003; and be it further RESOLVED, that a copy of the revised Procurement Policy will be placed on the desk of each department head. CALL VOTE: Dated: December 27, 2002 RESOLUTION 12:27:02 - 3 RE: To Award Contract for Ambulance Services Councilman Peter Barton offers the following and moves its adoption: WHEREAS, the Town Board of the Town of Beekman is authorized pursuant to § 122-b of the General Municipal Law to contract for the provision of ambulance services within the Town and has invited and received proposals from ambulance service providers for a one-year term to begin January 1, 2003; now therefore be it RESOLVED, that the Supervisor be and hereby is authorized to enter into a contract with Sloper-Willen Community Ambulance Service, Inc. to provide ambulance service for the year 2003 for sick or injured persons found within the boundaries of the Town; and be it further RESOLVED, that the contract shall be finalized in accordance with Sloper-Willen's proposal dated December 11, 2002 at an annual fee not to exceed $60,000 payable in 12 monthly installments.
