WHEREAS, Town Clerk Rachael Rancourt has provided copies of the minutes of the February 27, 2019 Town Board Meeting to all members of the Beekman Town Board; and

RESOLUTION NO. 03:13:2019 – 2 (46)
RE:  Declare April as World-Wide Parkinson’s Disease Awareness Month 
SUPERVISOR COVUCCI              offers the following and moves for its adoption:
WHEREAS, Parkinson’s disease is a progressive neurological movement disorder of the central nervous system, which has a unique impact on each patient; and 
WHEREAS, although new medicines and therapies may enhance life for some time for people with Parkinson’s disease, more work is needed for a cure; and 
WHEREAS, increased education and research are needed to help find more effective treatments with fewer side effects and ultimately a cure for Parkinson’s disease; and 
WHEREAS, April has been proclaimed as World-Wide Parkinson’s Awareness Month for all to recognize the need for more research and help in dealing with the devastating effects of Parkinson’s disease; now therefore be it 
RESOLVED, that the Town Board of the Town of Beekman do hereby proclaim April as Parkinson’s Disease Awareness Month in the Town of Beekman.

RESOLUTION 03:13:2019 – 3 (47)
RE:  Authorize Auction of Abandoned Trailer
COUNCILMAN SWARTZ                 offers the following and moves for its adoption: 
WHEREAS, the Highway Superintendent caused a trailer to be impounded pursuant to Sections 122-1 and 122-2 of the Code of the Town of Beekman (Case #18-022); and
WHEREAS, the owner was duly notified that the vehicle was impounded and directed the owner to retrieve the vehicle or it would be deemed abandoned and auctioned; and
WHEREAS, pursuant to Section 1224 of the New York State Vehicle the vehicle is now deemed abandoned as the owner has failed to retrieve it; and
WHEREAS, the Superintendent of Highways has determined that there is no municipal use for the vehicle and has ordered it sold at auction; and
NOW, THEREFORE,
BE IT RESOLVED, that the Town Board or the Town of Beekman does hereby declare the trailer currently impounded by the Superintendent of Highways (Case# 18-022) as abandoned pursuant to Section 1224 of the Vehicle and Traffic Law and orders same to be auctioned by Auctions International with any proceeds being surrendered to the general fund.

RE:  Resolution Authorizing the Town of Beekman Town Board to Designate Shannon Fatum as Voting Representative to the Dutchess County MS4 Coordination Committee                                                                       
COUNCILWOMAN WOHRMAN             offers the following and moves for its adoption:
WHEREAS, the SPDES General Permit for Storm Water Discharges from MS4’s requires that the Town develop, implement and enforce a storm water management program (SWMP) designed to reduce the discharge of pollutants from the town’s storm sewer system to the maximum extent practicable as required by federal and state law; and 
WHEREAS, the Town of Beekman is an active member in the Dutchess County MS4 Coordination Committee; and 
WHEREAS, the Town of Beekman continues to recognize the committee as integral to the safety and efficiency of our Town’s soil and water infrastructure; and 
WHEREAS, membership allows the Town of Beekman to assign a representative to represent the town and vote in committee procedures; now therefore be it 
RESOLVED, that the Town of Beekman designates Shannon Fatum as a voting member to represent the Town of Beekman on the Dutchess County MS4 Coordination Committee for 2019.

RE:  Authorize Annual Kid’s Fishing Derby – April 27, 2019  
COUNCILMAN STIEGLER             offers the following and moves for its adoption:  
WHEREAS, the Fishing Derby is an annual tradition here in the Town of Beekman and has been for years; now therefore be it   
RESOLVED, that the Town Board does hereby authorize the use of the Recreation Swim Area on Saturday April 27, 2019 in connection with this event; and be it further    
RESOLVED, that the Town Board authorizes the Recreation Department to spend $1,000.00 that has been budgeted for 2019 for this event to cover materials and staff hours.  (Event is free to residents and $3.00 for each non-resident child.)

RESOLUTION NO. 03:13:19 – 7 (51)
RE:  Waive the Prohibition Against Alcohol Contained in the Park Policies for an Event Sponsored by the Portuguese American Cultural Center 
COUNCILMAN SWARTZ              offers the following and moves for its adoption:
WHEREAS, the adopted Park Policies of the Town of Beekman prohibits the consumption, serving or selling of alcoholic beverages in the parks of the town; and    WHEREAS, the Town has received an application from the Hudson Valley Portuguese American Cultural Center to hold a carnival on town park property and a request to waive the prohibition against the consumption serving and/or selling of alcohol in town property; and    WHEREAS, the application and request for a waiver was reviewed by the Recreation Advisory Committee which approved of the application and wavier and forwarded such approval to the Town Board for action; and    WHEREAS, the Town Board and the Town Attorney have had the opportunity to review the application and the waiver request; and    WHEREAS, the Town Board has determined that the event is beneficial to the community at large and reasonable safe guards could be put in-place to protect the community for the issuance of a waiver from the adopted park rules and regulations; and now therefore be it    RESOLVED, that the Town Board of the Town of Beekman hereby approves the request from the Hudson Valley Portuguese American Cultural Center to waive the Town’s prohibition on the consumption, serving and/or selling of alcoholic beverages in town parks for its carnival event to be held with the following conditions:   1.      A Certificate of Insurance for “Liquor Legal Labiality” coverage with a limit of $1 Million per occurrence/ $1 Million annual policy aggregate naming the Town as an additional insured together with any and all other insurance requirements set forth in the Town’s Park Policies and as approved by the Town’s Insurance Broker. 2.      Any vendor the applicant brings on site will have a written agreement with each including the Town’s insurance requirements. 3.      A valid Liquor License issued by the New York State Liquor Authority for the date, time and place of the event. 4.      A dumpster of sufficient capacity to handle the trash generated by the event. 5.      A bathroom monitor who shall monitor the Town’s bathrooms and any portable toilets utilized for the event which shall be inspected and documented in no less than forty-five minute intervals during the hours of the event.

WHEREAS, the 2019 budget includes funding for entertainment for Community Day on July 20, 2019, as well as, Summer Family Fun Night Programs; now therefore be it
