RE: APPROVAL OF PAST TOWN BOARD MEETING MINUTES
WHEREAS, Town Clerk Laureen Abbatantuono has provided copies of the minutes of the June 29, 2021 Town Board Meeting to all members of the Beekman Town Board; and
WHEREAS, Town Board members have had the opportunity to review said minutes; now therefore be it

RESOLUTION NO. 07:13:21 -2 - PULLED (108)
RE: AUTHORIZE THE ACCEPTANCE OF THE DOVER RIDGE WATER SUPPLY SYSTEM RADIONUCLIDE TREATMENT PROJECT
WHEREAS, the Town Board of the Town of Beekman by Resolution No. 10:27:20-5 awarded a contract to The Milnes Co, Inc. for the Dover Ridge Water System Radionuclide Treatment Project, and
WHEREAS, the Contractor has completed the work on the project, and
WHEREAS, the Town Engineer submitted Certificate of Construction Compliance documents to Dutchess County Department of Behavior and Community Health ; and
WHEREAS, a letter from Dutchess County Department of Behavior and Community Health, Division of Environmental Services was received authorizing the operation of the water system;
NOW, THERERFORE,
BE IT RESOLVED, that the Town Board of the Town of Beekman accepts the Dover Ridge Water System Radionuclide Treatment Project.

RESOLUTION NO. 07:13:21 - 3 (109)
RE:APPROVE AMENDMENT FOR THE EXPENDITURE OF HIGHWAY MONIES
BE IT RESOLVED, that the Agreement between the Highway Superintendent of the Town of Beekman, Dutchess County, New York and the undersigned members of the Town Board pursuant to the provisions of Section 284 of the Highway Law, agree that the monies levied and collected in the Town for the repair and improvement of highways, and received from the State for State Aid for the repair and improvement of highways, shall be expended as follows:
1. GENERAL REPAIRS. The sum of $438,803.00 shall be set aside to be expended for primary work and general repairs upon 3.06 miles “5.74 Lane Miles” out of 135.92 lane miles of town highways, including sluices, culverts and bridges having a span of less than five feet and boardwalks or the renewals thereof.
2. PERMANENT IMPROVEMENTS: The following sums shall be set aside to be expended for the permanent improvement of Town Highways:
(a) On the road commencing at Stage Coach Pass and leading up onto Sun Up Road finishing at the Stage Coach Pass intersection a distance of .34 lane miles, “1795 feet” there shall be expended not over the sum of $49,821.00 for 522 Tons of Blacktop. Width of traveled surface 25 Feet with a Thickness of 2”.
(b) On the road commencing at South Greenhaven Road traveling southeast on Stage Coach Pass for 4383 feet ending at the “East entrance of Stage Coach Pass”, a distance of .83 lane miles, there shall be expended not over the sum of $105,886.00 for 1152 Tons of Blacktop Width of traveled surface 25 Feet with a Thickness of 2”.
(c) On the road commencing at the intersection of Recreation Road and Beekman Road traveling southeast on Recreation Road for a distance of .25 lane miles, “1325 feet” there shall be expended not over the sum of $45,633.00 for 475 Tons of Blacktop Width of traveled surface 25 Feet with a Thickness of 2
(d) On the road commencing at State Route 55 traveling west on Sunrise Drive for 1584 feet ending at “Palmer Circle”, a distance of .30 lane miles, there shall be expended not over the sum of $52,305.00 for 550 Tons of Blacktop Width of traveled surface 24 Feet with a Thickness of 2”.
(e) On the road commencing at Sunrise Drive traveling south on Pinebrook Drive for 950 feet ending at the Palmer Circle intersection, a distance of .18 lane miles, there shall be expended not over the sum of $34,608.00 for 350 Tons of Blacktop Width of traveled surface 25 Feet with a Thickness of 2

(f) On the road commencing at the Union Vale Town Line southeast on Reilly Road for 3260 feetending at 168 Reilly Rd, a distance of .6 lane miles, there shall be expended not over the sum of $83,500.00 for 350 Tons of Blacktop Width of traveled surface 25 Feet with a Thickness of 2”

(g) On the road commencing at Reilly Road entering into Rugar Rd for 850feetending at the cul de sac, a distance of .16 lane miles, there shall be expended not over the sum of $27,000.00 for 300 Tons of Blacktop Width of traveled surface 25 Feet with a Thickness of 2”
(h) On the road commencing at Reilly Road entering into Rosell Ct for 700feetending at the cul de sac, a distance of .12 lane miles, there shall be expended not over the sum of $22,250.00 for 250 Tons of Blacktop Width of traveled surface 25 Feet with a Thickness of 2”
(i) On the road commencing at Reilly Road entering into Ten Jen Acres for 350feetending at the cul de sac, a distance of .10 lane miles, there shall be expended not over the sum of $17,800.00 for 200 Tons of Blacktop Width of traveled surface 25 Feet with a Thickness of 2”

RESOLUTION NO. 07:13:21-4 (110)
RESOLUTION OF THE TOWN BOARD OF THE TOWN OF BEEKMAN in support of the submission of a consolidated funding application (CFA) TO THE MID-HUDSON REGIONAL ECONOMIC DEVELOPMENT COUNCIL regarding the Norsk spa project
WHEREAS, the Town of Beekman is committed to encouraging economic growth and promoting tourism in Dutchess County; and
WHEREAS, Norsk Spa, LLC has submitted an application to the Town of Beekman Planning Board for approval of an outdoor inspired oasis consisting of hot and cold pools, saunas, relaxation spaces, massage rooms, a cafe with locally sourced food and beverages on 45 acres of bucolic farmland in the Town of Beekman; and
WHEREAS, the Norsk Spa project is estimated to cost $7.5 million; and
WHEREAS, the project’s funding sources will include submitting a Consolidated Funding Application (CFA) to the Mid-Hudson Regional Economic Development Council to assist in the cost of the project; and
WHEREAS, the CFA generally requires support of the municipality; and
WHEREAS, the Town of Beekman wishes to support Norsk Spa, LLC in their submission of a CFA to the Mid-Hudson Regional Economic Development Council.
NOW, THEREFORE, BE IT
RESOLVED, that the Town Board hereby supports Norsk Spa, LLC submitting a Consolidated Funding Application to the Mid-Hudson Regional Economic Council in connection with their project; and be it further
RESOLVED, that the Town of Beekman encourages the New York State Regional Economic Development Council to award Norsk Spa, LLC funding for their project; and be it further
RESOLVED, that the Town Clerk is directed to forward a certified copy of this Resolution to Norsk Spa, LLC as proof of the Town of Beekman’s support of their project so that they can submit it with their CFA.
