RE: Approval of Past Town Board Minutes
COUNCILMAN STIEGLER          offers the following and moves for its adoption:
WHEREAS, Town Clerk Rachael Rancourt has provided copies of the minutes of the August 16, 2017 Town Board Meeting to all members of the Beekman Town Board; and
WHEREAS, Town Board members have had the opportunity to review said minutes; now therefore be it
RESOLVED, the Town Board hereby adopts the minutes of the August 16, 2017 Town Board Meeting.

RESOLUTION NO. 9:06:17 – 2 (126)
RE: Authorize a Revolving Petty Cash Fund and Naming the Custodian of Such Fund 
COUNCILMAN BATTAGLINI               offers the following and moves for its adoption: 
WHEREAS, Town operations require several small purchases to be made within the local area; and 
WHEREAS, paying small bills through the regular governmental system is time consuming and costly; and 
WHEREAS, paying of such bills within a petty cash account will result in savings to the Town; now therefore be it 
RESOLVED, by the Town Board of the Town of Beekman that a revolving petty cash fund in the amount of $50 (fifty) be established and that the Secretary to the Supervisor be designated and named the custodian of that account; and be it further 
RESOLVED, that this petty cash fund will be set up in the General Fund.

RESOLUTION NO. 9:06:17 – 3 (127)
RE: Approve Senior Picnic and Fees 
SUPERVISOR ZULAUF                 offers the following and moves for its adoption: 
WHEREAS, The Town of Beekman has in years past held its own Senior Picnic, for the enjoyment of the many senior citizens within our town, and in so doing has opted out of the  picnic organized by the County; and 
WHEREAS, many senior citizen residents of the Town have expressed the hope and desire that the Town should again this year hold its own Senior Picnic; and 
WHEREAS, funds were allocated in the adopted 2017 budget for this purpose and not to exceed $2500; and 
WHEREAS, to be consistent with the fee procedures for non-residents in other Town programs and events, a schedule for fees has been established; now therefore be it   
RESOLVED, that the Town Board hereby authorizes the Supervisor, in consultation with the Town’s Recreation Director and Senior Coordinator, to set a date of September 14, 2017 and organize the Senior Picnic here in Beekman; and be it further 
RESOLVED, that Town of Beekman senior residents shall be admitted to the Senior Picnic free of charge; and be it further  
RESOLVED, that non-resident seniors and non-seniors that have already been “grandfathered” into other senior events will be charged $5.00 to attend the Senior Picnic, and all other non-resident seniors and non-seniors will be charged $10.00 to attend the picnic; and be it further 
RESOLVED, that the Recreation Department is authorized to collect these fees in accordance with all Town of Beekman policies; and be it further   
RESOLVED, that the Supervisor is authorized to engage vendors for the provision of food and entertainment, provided in all events that the amounts thus committed do not exceed the amounts budgeted therefore.

RESOLUTION NO. 9:06:17 – 4 (128)   **MOTION FAILED**
RE: SEQRA Determination for Local Law No. 3 of 2017, Adding Regulations Pertaining to Solar and Wind Energy Systems to the Town’s Zoning Code 
COUNCILMAN DEL VECCHIO          offers the following and moves for its adoption: 
WHEREAS, the Town Board of the Town of Beekman has the ability to adopt local laws and to amend the zoning code; and 
WHEREAS, pursuant to Part 617 of the implementing regulations pertaining to Article 8 (State Environmental Quality Review Act) (“SEQRA”) of the Environmental Conservation Law, the Town Board is obligated to conduct an environmental review and assess the environmental impact of amending the zoning code as proposed; and 
WHEREAS, the Town Board is desirous of becoming the lead agency for purposes of this environmental review; and 
WHEREAS, the Town Board has determined that there are no other interested or involved agencies, as those terms are defined in the SEQRA regulations; and 
WHEREAS, the Town Board has determined that the proposed action is an unlisted action under the SEQRA regulations; now therefore be it 
RESOLVED, that the Town of Beekman finds that there are no other interested or involved agencies, as those terms are defined in the SEQRA regulations; and be it further 
RESOLVED, that the Town of Beekman declares itself to be the lead agency for the SEQRA determination for this project; and be it further 
RESOLVED, that the Town of Beekman finds that this is an unlisted action; and be it further 
RESOLVED, that the Town of Beekman finds that no adverse environmental impacts will occur as a result of the proposed action and accordingly adopts the attached negative declaration

RE: Approve 2017 Town Clean Up Day 
COUNCILWOMAN COVUCCI          offers the following and moves for its adoption: 
WHEREAS, the Town would like to offer a fall clean-up day for residents of Beekman on October 21, 2017; and 
WHEREAS, the Town does not have its own transfer station; and 
WHEREAS, the Town Board would like to advertise a Request for Proposals for fall clean-up for residents; now therefore be it 
RESOLVED, that the Town Board hereby authorizes the Town Clerk to advertise a Request for Proposal for fall clean-up; and be it further 
RESOLVED, that the Request for Proposals will be advertised in the Poughkeepsie Journal, on the Town Clerk’s Bulletin Board, and posted on the homepage of the Town of Beekman Website; and be it further 
RESOLVED, that the date be set for October 21, 2017.

RESOLUTION NO. 9:06:17 – 7 (130)
RE: Amend Town of Beekman Code, Chapter 31, Article II 
COUNCILMAN STIEGLER                  offers the following and moves for its adoption: 
WHEREAS, New York State requires training for all Planning and Zoning Board Members pursuant to Town Law 271 (7-a) and 267 (7-a); and 
WHEREAS, the Town Board is desirous in amending Chapter 31 of Beekman Town Code, Planning and Zoning Boards; and 
WHEREAS, a public hearing was held on August 16, 2017 to hear comments from Beekman residents; and 
WHEREAS, no comments, written or verbal were received for review; now therefore be it 
RESOLVED, that Chapter 31, Planning and Zoning be amended as per the attached, adding Article II, Training Requirements; and be it further 
RESOLVED, that certified copies of tis local law be filed immediately in the offices of the Beekman town Clerk and the New York Secretary of State.
