WHEREAS, Town Clerk Rachael Rancourt has provided copies of the minutes of the November 5, 2014 Town Board Meeting to all members of the Beekman Town Board; and
WHEREAS, Town Board members have had the opportunity to review said minutes; now therefore be it

RESOLUTION NO. 11:19:14 – 2 (192)
RE: Approve Dover Ridge Assessment Roll
COUNCILMAN BATTAGLINI             offers the following and moves for its adoption:
WHEREAS, the Assessor to the Town of Beekman completed and filed the assessment-roll for the Dover Ridge Sewer District pursuant to Article 15 of the New York State Town Law; and WHEREAS, the Town Board caused due notice of the completion of the assessment-roll and of the time and place wherein the Town Board would meet and hear and consider any objections to the roll to be duly published according to law; and WHEREAS, the Town Board did meet at the Town Hall, 4 Main Street, in the Town of Beekman, New York, at 7:00pm as specified in the notice, and heard and considered all objections to said assessment-roll; and
WHEREAS, no public comment has been received; now therefore be it RESOLVED, that the Dover Ridge Sewer District assessment-roll be and is hereby affirmed and adopted as originally proposed and filed in the office of the Town Clerk of the Town of Beekman; and be it further RESOLVED, that the Supervisor be and hereby is directed to transmit a copy of said assessment roll to the Board of Legislators of the County to be levied and assessed upon the lots and parcels of lands listed in said assessment roll at the time and in the manner provided by law for the levy of State, County and Town taxes.

RESOLUTION NO. 11:19:14 – 3 (193)
RE: Adoption of 2015 Annual Budget
SUPERVISOR ZULAUF               offers the following and moves for its adoption:
WHEREAS, the Town Board of the Town of Beekman has met and considered the tentative and preliminary budgets for the fiscal year beginning January 1, 2015 and has conducted a public hearing thereon on November 5, 2014, as required by §108 of the Town Law of the State of New York; and
WHEREAS, no public comment has been received; now therefore be it RESOLVED, that the 2015 budget as changed, altered and revised and as attached hereto, is hereby adopted as the annual budget of the Town of Beekman for the fiscal year beginning on January 1, 2015, and the same shall be entered in the minutes of the Town Board. RE: Fee Schedule for Recreation
COUNCILMAN STIEGLER           offers the following and moves for its adoption:
WHEREAS, the Recreation Director has proposed the attached fee schedule for the 2015 season; and
WHEREAS, the Recreation Commission has reviewed same, and recommended its adoption to the Town Board; and 
WHEREAS, the Town Board has itself reviewed the fee schedule, and finds it to be in order; now therefore be it
RESOLVED, that the Beekman Town Board hereby adopts the 2015 Recreation fees proposed by the Recreation Commission as attached hereto.

RESOLUTION NO. 11:19:14 – 5 (195)
RE: Approve Agreement for the Expenditures of Highway Monies
COUNCILMAN BATTAGLINI               offers the following and moves for its adoption:
AGREEMENT FOR THE EXPENDITURE OF HIGHWAY MONEYS
AGREEMENT between the Town Superintendent of the Town of Beekman, Dutchess County, New York and the undersigned members of the Town Board. Pursuant to the provisions of Section 284 of the Highway Law, we agree that the moneys levied and collected in the Town for the repair and improvement of highways, and received from the State for State Aid for the repair and improvement of highways, shall be expended as follows:
1.  GENERAL REPAIRS.  The sum of $250,000.00 shall be set aside to be expended for primary work and general repairs upon 4.66 miles “9.32 Lane Miles” out of 68 miles of town highways, including sluices, culverts and bridges having a span of less than five feet and boardwalks or the renewals thereof.
2.  PERMANENT IMPORVEMENTS:  The following sums shall be set aside to be expended for the permanent improvement of Town Highways:
 (a) On the road commencing at Fortington Drive and leading onto Roosevelt Drive a distance of   .86  miles, 4540 feet of Roosevelt Drive, “one half of the total length”  there shall be expended not over the sum of   $83,995.00 for Blacktop Width of traveled surface 24 Feet With a Thickness of 2” Sub-base Blacktop and Bank Run Gravel. 
(b) On the road commencing at Beekman Rd “County Route 7” and leading into Walker Road finishing at the top of Starlight Drive a distance of .49 miles, there shall be expended not over the sum of $54,000.00 for Blacktop Width of traveled surface 21 Feet with a Thickness of 2” Sub-base Blacktop and Bank Run Gravel.
 (c) On the road commencing at Lime Ridge Rd and ending on Deerview Lane in the Cul-de-sac, a distance of .22 miles, there shall be expended not over the sum of $27,600.00 for Blacktop Width of traveled surface 22 Feet Thickness  2” Sub base Blacktop and Bank Run Gravel
 (d) On the road commencing at Sylvan Lake Rd “County Route 10” leading to Schoolhouse Ln “1050 feet”, into Hilton Rd ending in the cul-de-sac a distance of .44 miles, there shall be expended not over the sum of $34,195.00 for Blacktop Width of traveled surface 20 Feet Thickness  2” sub base Blacktop and Bank Run Gravel
 (e) On the road commencing at State Route 55and leading to Gardner Hollow Rd, ending at Pleasant Ridge Rd “County Route 32” a distance of .44 miles, there shall be expended not over the sum of $18,300.00 for Oil & ¼” Chip width of traveled surface 22 feet 2” sub-base Blacktop and Bank Run Gravel 
(f) On the road commencing at Gardner Hollow Rd and leading into Beach Rd, and continue for the entire length of Hynes Rd and ending at the intersection of Clove Rd “County Route 9”a distance of 1.86 miles, “9835 feet” there shall be expended not over the sum of $31,910.00 for Oil & ¼” Chip width of traveled surface 22 feet 2” sub-base Blacktop and Bank Run Gravel

RESOLUTION NO. 11:19:14 – 6 (196)
RE: Award Bid for Scrap Metal
SUPERVISOR ZULAUF             offers the following and moves for its adoption:
WHEREAS, authorization was given for the Town Clerk to advertise for bids for the removal of scrap metal; and
WHEREAS, one bid for the removal of scrap metal was received, opened and read publicly on November 17, 2014, at 9:30am and has been reviewed by the Highway Superintendent and the Town Clerk; now therefore be it
RESOLVED, that the bid is hereby awarded to Green’s Auto Repair as recommended by the Highway Superintendent as attached hereto; and be it further
RESOLVED, that the Supervisor be and hereby is authorized to execute any and all documents necessary to carry out the said services.

WHEREAS, bids for the catch basins and cast iron grates were received, opened and read publicly on November 17, 2014, at 10:00am and have been reviewed by the Highway Superintendent and the Town Clerk; now therefore be it

RESOLUTION NO. 11:19:14 – 8 (198)
RE: Authorize Town Clerk to Advertise a Request for Bids for Drainage Pipe
COUNCILMAN BATTAGLINI             offers the following and moves for its adoption:
WHEREAS, the Highway Department is in need of drainage pipe; and
WHEREAS, the bid will be for HDPE high density polyethylene pipe in multiple sizing up to but not limited to 4 inch perforated and up to but not limited to 36 inch perforated as well as solid, double walled, belled as well as banned ends; now therefore be it 
RESOLVED, that the Town Board hereby authorizes the Town Clerk to advertise a request for bids for drainage pipe in the Poughkeepsie Journal, on the bulletin board in the Town Clerk’s office and on the homepage of the Town of Beekman website.

RESOLUTION NO. 11:19:14 – 9 (199)
RE: Establish Snow Procedures
SUPERVISOR ZULAUF           offers the following and moves for its adoption:
WHEREAS, the Highway Department is currently responsible for plowing snow and treating parking areas at the Beekman Town Hall, Recreation Center, and the Beekman Library; and
WHEREAS, the Maintenance Department now has the proper ability to remove snow and treat plowed areas with adequate equipment in good working order to perform these duties; and
WHEREAS, the Town of Beekman owns and stocks the appropriate salting and sanding materials needed for the Maintenance Department to perform those duties; and
WHEREAS, the salting and sanding materials are stored at the Highway Department salt/sand storage Garage; and
WHEREAS, the Highway Department has, during winter conditions, the equipment and staffing required to load the sand and salt materials into Town owned vehicles fitted with salt/sand spreaders; and
WHEREAS, it is desirous of the Town Board to direct the Maintenance Department to set established snow plowing and sanding routes at the Beekman Town Hall, Recreation Center and Beekman Library; now therefore it be
RESOLVED, that the Highway Department is hereby relieved of the snow plowing and sanding duties at the Beekman Town Hall, Recreation Center, and Beekman Library; and be it further
RESOLVED, that the Town Board hereby directs the Maintenance Department to establish snow plowing and sanding routes at the Beekman Town Hall, Recreation Center, and Beekman Library; and be it further
RESOLVED, that the Town Board hereby directs the Highway Superintendent, as per Highway Law Chapter 140, Section 4, direct his appropriately trained staff to load salt and sand into the Maintenance Department vehicle equipped with the salt/sand spreader on an as need basis in conjunction with loading the Highway Equipped spreaders; and be it further
RESOLVED, that in the event that the Maintenance Department is unable to carry out these duties and responsibilities, the Highway Department will be directed to assume these duties and responsibilities as directed by the Town Board; and be it further
RESOLVED, that Town Board hereby directs the Highway Superintendent to allow the Maintenance Department to clean the salt/sand spreader, on an as need basis after each storm, in the Highway Garage; and be it further
RESOLVED, that the Maintenance Department is hereby directed to fill out regular Maintenance Reports, every Monday, to be submitted to the Town Board liaison, who will submit them to the Highway Department, as the Maintenance of these vehicles is to be performed by the Highway Garage Mechanic.

***Supervisor Zulauf made a few friendly amendments; in the second WHEREAS paragraph it will read: WHEREAS, the Maintenance Department now has the proper ability to remove snow, treat plowed areas and load salt & sand with adequate equipment in good working order to perform these duties. In the third RESOLVED paragraph it will read: RESOLVED, that the Town Board hereby directs the Highway Superintendent, as per Highway Law Chapter 140, Section 4, Paragraph 3, direct his appropriately trained staff to load salt and sand into the Maintenance Department vehicle equipped with the salt/sand spreader on an as need basis in conjunction with loading the Highway Equipped spreaders in the event of equipment failure of the Maintenance Department making him unable to load his own salt & sand. Add; and be it further RESOLVED that the Town Board continue to work in conjunction with the Highway Department and the Maintenance Department to find ways to improve this by the next Town Board meeting.***
