To Approve Town Board Minutes
COUNCILWOMAN ZULAUF          offers the following and moves for its adoption:
WHEREAS, Town Clerk Rachael Rancourt has provided copies of the minutes of the October 16, 2013, Town Board Meeting to all members of the Beekman Town Board; and
WHEREAS, Town Board members have had the opportunity to review said minutes, and find same to be in order; now therefore be it
RESOLVED, the Town Board hereby adopts the minutes of the October 16, 2013,Town Board Meeting.

RESOLUTION NO. 11:06:13 – 2(123)
To Amend the 2013 Budget, in connection with an easement expense
COUNCILMAN BARTON                       offers the following and moves its adoption:
WHEREAS, at the September 12, 2013, meeting, the Town Board approved a resolution to authorize the Highway  Superintendent to purchase piping to meet the Town’s obligations in connection with an easement and maintenance agreement, on property owned by resident John Cunningham; and
WHERAS, the Highway Superintendent has purchased the required pipe at a cost of $9,968.80, and the 2013 budget must be amended to account for the purchase and payment; now therefore be it
RESOLVED; that the Town Comptroller and Supervisor are hereby authorized to decrease budget line DA.1990.4 (Contingency) by $9,968.80 and increase budget line DA.5110.0413 (Repairs Contractual Services) in the amount of $9,968.80.

RESOLUTION NO. 11:06:13 – 3(124)
To Sign SPCA Renewal Contract
SUPERVISOR KENNEDY              offers the following and moves for its adoption:
WHEREAS, the Town of Beekman requires a location to house, shelter, and care for stray and lost dogs, which service is now performed by Dutchess County SPCA; and
WHEREAS, DutchessCountySPCA has submitted a proposal for the renewal of said services, for the coming calendar year, which proposal the Board finds to be reasonable; now therefore be it
RESOLVED, that the Town Board hereby authorizes the Supervisor to enter into an agreement, as attached, with SPCA to house, shelter, and care for stray dogs in the Town of Beekman; and be it further
RESOLVED, that the Town Attorney will review the agreement with the SPCA prior to its execution by the Supervisor.

RESOLUTION 11:06:13-4(125)
To Seek Bids for 2014 Highway Materials

COUNCILMAN MANGERI                        offers the following and moves for its adoption:
WHEREAS, the Highway Superintendent has requested that the Town Board authorize the Highway Department to seek bids for the following highway materials for the year 2014:
1. Cast Iron Grates & Frames, ConcreteBasins;
2. Tar & Latex Bituminous Road Materials;
3. Bituminous Mix – Hot & Cold, Bituminous Concrete (Blacktop) Hot & Cold;
4. Blue Quarry Stone, Tailings, ROB Gravel, Washed Sand, Washed Gravel, Grits, Washed Stone, Item 4, Ice Control Sand, Top Soil – Screened & Unscreened Recycled Crushed Aggregate; and
5. Tree Work.
Now therefore be it
RESOLVED, that the Town Clerk is hereby authorized to seek bids for the aforementioned materials; and be it further
RESOLVED, that prior to publication, bid documents are to be reviewed by the Town Engineer and the Town Attorney; and be it further
RESOLVED, that the request for bids shall be in accordance with the updated Town of Beekman procurement policy.

RESOLUTION NO. 11:06:13-5(126)
To Authorize the Town Clerk to Advertise a Request for Bids for Scrap Metal
COUNCILMAN MORAN                offers the following and moves for its adoption:
WHEREAS, the Town held its annual Clean-Up Day on October 19, 2013, and has received a sizeable volume of old equipment and materials that need to be disposed of;
WHEREAS, the Highway Superintendent has recommended that these materials be sold for scrap as the materials cannot be used by the Highway Department; now therefore be it
RESOLVED, that the Town Board hereby authorizes the Town Clerk to advertise a request for bids for the sale and removal of scrap metal located at the Beekman Highway Department.

To Amend Dog License Fees

COUNCILWOMAN ZULAUF           offers the following and moves for its adoption:
WHEREAS, in connection with the 2014 budget process, the Town Board expressed a desire to revisit the fees charged for dog licensing, which fees have not been changed in years;
now therefore be it
RESOLVED, effective January 1, 2014, the fee for a spayed or neutered dog will change from $7.00 to $10.00 and the fee for an unspayed or unneutered dog will change from $15.00 to $18.00.

RESOLUTION NO. 11:06:13 – 7(128)
To Authorize Temporary Hire to Assist Town Justice Clerks
COUNCILMAN BARTON              offers the following and moves for its adoption:
WHEREAS, a Town Justice Clerk is retiring at year’s end, and the Town Justices have requested funding for a temporary position, in order that the prospective new clerk might receive training from the retiring clerk before she departs;
WHEREAS, the Town Board believes that the temporary hiring will help effectuate a smooth transition; now therefore be it
RESOLVED, that the Town Justices are authorized to hire a temporary worker, to bear the title of “Temporary Court Clerk”; and be it further
RESOLVED, that the Temporary Court Clerk shall work not more than 17.5 hours weekly, with the schedule to be determined by the Justices; and be it further
RESOLVED, that the Temporary Court Clerk, by direction of the County Department of Human Services, may remain in position not longer than 90 days from the date of hire; and be it further
RESOLVED, that the hourly rate of pay of the Temporary Court Clerk is hereby set at $15.00.
